HTML Toolbar and 1.7b1 Status

I re-wrote the HTML toolbar I’m including in tasks 1.7. I’m fairly pleased with it now, and it should be easy for people to modify (to add other tags they want, etc.) if they want to.

I’m going to release b1 of 1.7 early next week. The code that does the conversion from UTF-8 to Shift_JIS for Japanese cell phones is somewhat untested (it seems to work, but I don’t have a Japanese cell phone), so it may or may not work. If you would like to be an early tester, please let me know.

As for the HTML toolbar, I will probably also release it as a b2 Hack as a replacement for the current quick tags bar.
