I just used parts of your technique to transfer an old WP blog to my dev box. I didn&#039;t need to change the create table charset as they were already in utf8 probably due to upgrades, but the content was all latin1 encoded. 

I had to use mysqldump with the --default-character-set=latin1 flag to export the data, and then used Notepad++ to convert the file to UTF8. I then imported the sql file using phpmyadmin without issues.</description>
