I have tried to think of what the U.S. can do that is effective. It is not entirely clear that the Sunnis and the Shi’a Iraqis demonstrate the same enthusiasm for democratic government as they do for demonstrating their opposition and hatred to the United States. But the Kurds have demonstrated that they are true allies (they need us too!) and that they are inclined to create and maintain a democratic government. If worst comes to worst, and we can’t edify a democratic government in all of Iraq, we should at least protect the Kurdish enclave.
