Actually, listening to the radio isn’t at the same level, because you can tune that out as background noise. Where you lose focus when talking on the phone, regardless of hands-free status, is in having to listen and then respond.
As for the working-from-home bit, when I was reading that, it was hot upstairs and I wasn’t wearing a shirt … and hadn’t shaved that day …
You can choose to tune out a phone conversation too. If what you’re listening to (audiobook, radio or phone) is making you think, it’s pretty much an equal distraction IMO.
